If you're having issues in build mode with IU transparency, press shift+F2 and try temporarily unchecking qmxao and comic. In gameplay, comic adds the outline to the sims and objects, qmxao adds shading that look great for screenshots, but if they bother you during building, you can always temporaily disable them!
